you can find illumination and deslating techniques from that link in the other post. Line segmentation is the problem, because it is a high-cost function in python, while c ++ is ok. The original target is here https://github.com/Samir55/Image2Lines.
However, the illumi. function I implemented from scratch looking the c ++ code (not 100%, but its ok). I think you can also implement this segmentation function in python, and check the performance.
